Creates a semaphore object.

Parameters

[out]	phOsSemaphore	The pointer to a variable that receives a handle to the newly created semaphore object
[in]	dwInitialCount	The initial count of the semaphore
[in]	dwMaximumCount	The maximum count of the semaphore

Returns WD_STATUS_SUCCESS (0) on success, or an appropriate error code otherwise
